Masafumi Shukuri was appointed in June 2021 as the Chairman of the Japan Maritime Center. His experience in the field of transportation is over 40 years and, prior to taking this appointment, he held the position of the Vice-Minister of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan from 2008 to 2012.

Mr. Shukuri entered the service of the Ministry of Transport (presently MLIT) in 1974 and has held many important positions since then. Before his appointment as Vice Minister, he worked as the Private Secretary to the Minister of Transport, Senior Deputy Director-General of the Civil Aviation Bureau, Director-General of the Road Transport Bureau, Director General of the Policy Bureau, and as Deputy Vice-Minister of the Minister’s Secretariat of MLIT. Mr. Shukuri’s career also includes a diplomatic posting as First Secretary at the Embassy of Japan in Indonesia from 1984 to 1987.

IOPC Funds事務局長
Gaute Sivertsen　氏

Sivertsen氏は、1992年基金総会での選挙で選出され、2022年1月1日にIOPC基金事務局長に就任（任期5年）。
事務局長就任前にはノルウェー貿易産業水産省海運局局長として、海上安全、保安および船員問題に関する海事法規則やノルウェー海事当局のガヴァナンスについて所管していた。
Sivertsen氏は、IOPC基金の業務をフォローし、約30年間、ノルウェーの代表として基金の管理機関の会合に参加。2011年から2021年の10年を超える期間、1992年基金総会議長として、IOPC基金において指導的な役割を果たしてきた。また、約22年間、国際海事機関（IMO）に関係するあらゆる事項の調整を担当した。
オスロ大学法学位を有している。

Mr Sivertsen joined the IOPC Funds as Director on 1 January 2022, having been elected by the 1992 Fund Assembly for a term of five years.
In his previous role as Director in the Maritime Department of the Norwegian Ministry of Trade,Industry and Fisheries, Mr Sivertsen was responsible for maritime law, rules and regulations relating to maritime safety, security and seafarer issues. He was also responsible for the governance of the Norwegian Maritime Authority.
He followed IOPC Funds’ matters and represented Norway at meetings of the Funds’ governing bodies for almost 30 years. He gained experience in a leading role at the organisation in his capacity as the 1992 Fund Assembly Chair, a position he held for over 10 years, from 2011 to 2021. He was also responsible for coordination of all matters relating to the International Maritime Organisation (IMO) for almost 22 years.
Mr Sivertsen holds a law degree from the University of Oslo.

大坪　新一郎　氏

1987年運輸省入省（海上保安庁装備技術部船舶課）。1990～1992年、人事院長期在外研究員（米国留学）。1994～1998年に経済協力開発機構（OECD、仏パリ）出向、造船分野の政策協調に努めた。国土交通省海事局安全基準課や造船課にて、IMO（国際海事機関）における環境・安全分野の国際交渉や、造船産業政策の企画・立案に従事。
2005～2008年、日本貿易振興機構（JETRO）ロンドンに出向、IMOシップリサイクル条約の審議等に貢献。海事局安全基準課にてIMOが船舶燃費規制を導入する海洋汚染防止条約改正（2011年）を主導した。
2013年に海事局船舶産業課長、その後、技術審議官、次長を経て2019年、海事局長に就任。海事産業強化法を具体化し、法案成立に尽力。2021年7月、国土交通省を退官。
2021年9月より（一財）運輸総合研究所特任研究員を務める。2022年10月より東海大学海洋研究所特任教授を務め、静岡キャンパスにて講義を担当。2023年6月、（一財）日本舶用品検定協会会長に就任。

Dr. Shinichiro Otsubo is a Distinguished Project Research Fellow of JTTRI (Japan Transport and Tourism Research Institute) since 2021, and Specially Appointed Professor of the Institute of Ocean Research and Development, Tokai University, since 2022, after he retired from being the Director-General of Maritime Bureau, Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Japan. During his tenure as DG and Deputy DG of Maritime Bureau, he was responsible for the maritime industry development, safety, and environment protection.
He holds Ph.D. in Environmental Studies from University of Tokyo, Master’s Degree in Naval Architecture and Ocean Engineering from University of Tokyo and Master’s Degree in Public Policy from Kennedy School of Government, Harvard University.
He worked for the OECD as the secretariat to Council Working Party on Shipbuilding (WP6), conducted analytical work on supply and demand of global shipbuilding market from 1994 to 1998. He acted as the vice-chairman of WP6 for several years. He also participated in MEPC (Marine Environment Protection Committee) of the IMO (International Maritime Organization) for many years; in particular, as the Head of Japanese delegation to the MEPC from 2008 to 2011, he led the discussion on a variety of MEPC issues including ship recycling, Green House Gases, air pollution and ballast water management.

石油会社国際海事評議会（OCIMF） プログラム・ディレクター（船長）
Aaron Cooper　氏

Aaron氏は船長資格を有し、石油およびガス業界で 30 年間勤務。うち16 年間は様々な種類のタンカーに乗船し、最後の 3 年間はシェブロン・シッピング・カンパニーが運航する船舶の船長として勤務。
2009 年からアタランタ作戦を支援する商船隊リエゾン・オフィサーとして EUNAVFOR に出向。2010 年にシェブロンのロンドン海上安全保証チームのとして、主にサードパーティのタンカー運航を中心とした海上リスク管理を担当した。 以来、カリフォルニア州サンラモンのシェブロン商船隊の海上部門の最高責任者、テキサス州ヒューストンのグローバル・オフショア海上安全保証マネージャー兼組織能力プロジェクト・マネージャーを務める。OCIMF に加わる直前の役割は、同じく在テキサス州ヒューストンの海上安全保証マネージャー (Americas)であった 10 年以上にわたり、OVID フォーカス・グループ (OFG) の議長、オフショア海洋事業グループ (OMOG) メンバー、SIREフォーカス・グループ、SIRE 2.0ガバナンス・ワーキング・グループ、OCIMF Covid-19タスク・フォースなど、いくつかの OCIMF イニシアティブやワーキング・グループでシェブロンの代表を務める。

Aaron is a Master Mariner who has worked within the oil and gas industry for 30 years including 16 years at sea onboard a variety of tankers, the last three years of which were as Master onboard vessels operated by Chevron Shipping Company.
Aaron made the transition ashore in 2009 into a secondment role with EUNAVFOR as Merchant Navy Liaison Officer supporting Operation Atalanta. In 2010 he joined Chevron’s London Marine Assurance team as a Marine Superintendent focused on marine risk management primarily centred on third party tanker operations. Since then, he has held the position of Marine Superintendent for Chevron’s operated fleet based in San Ramon, California as well as Global Offshore Marine Assurance Manager and Organizational Capability Project Manager based in Houston, Texas. Aaron’s most recent role, prior to joining OCIMF was Marine Assurance Manager (Americas) also based in Houston, Texas.
Over the past 10 years Aaron has represented Chevron in several OCIMF initiatives and working groups including Chair of the OVID Focus Group (OFG), member of the Offshore Marine Operations Group (OMOG), SIRE Focus Group, SIRE 2.0 Governance Working Group and OCIMF Covid-19 Task Force Working Group. Aaron also led the Programs Governance Expert Group.

国際タンカー船主汚染防止連盟（ITOPF）　テクニカルアドバイザー
Ayumi Therrien　氏

Therrien氏は、自然地理学の学士号と環境科学および環境管理の修士号を有している。2022年10 月、技術アドバイザーとして ITOPF に加わる。それ以前には、カナダおよび米国で海洋、淡水、陸上起因の事故による流出に対する準備及び対応の専門家として勤務してきた。初めにカナダ政府の上級職員として、続いてコンサルタントとして、環境緊急事態の分野で数年間の勤務経験がある。主な専門分野は、リスク分析、海岸線の科学およびアセスメント評価（海岸線における炭化水素の挙動と最終的な結末、NEBA/SIMA、SCAT を含む海岸線での対応など）、緊急時対応計画の立案およびプロジェクト管理。緊急事態の管理、流出対応や対応準備において彼女が過去に果たした役割は、事故時の指揮、演習や訓練の企画と準備、業界、政府、先住民族、NGOなどのさまざまな関係者との協力にとって、重要な経験となっている。

Ayumi has a BSc in physical geography and an MSc in environmental sciences and management. Ayumi joined ITOPF as a Technical Adviser in October 2022. Prior to joining ITOPF, Ayumi worked as a spill preparedness and response specialist for marine, freshwater, and land-based incidents in Canada and the US. Ayumi has several years of experience working in the field of environmental emergencies, first as a senior officer for the government of Canada, and then as a consultant. Her main areas of expertise are risk analysis, shoreline science and assessment, including fate and behaviour of hydrocarbons on shorelines, NEBA/SIMA and shoreline response including SCAT, as well as contingency planning and project management. Her previous roles in emergency management and spill preparedness and response also bring significant experience in incident command, in the development and provision of exercises and training, and collaborating with various stakeholders such as industry, government, Indigenous Peoples and NGOs.

Dr.Hideo Osuga, Counselor of the Japan Maritime Center
Dr.Hideo Osuga is Counselor of the Japan Maritime Center since July 2023. He has been a member of the Audit Body of the IOPC Funds since 2020. After graduating from the University of Tokyo, he joined the Ministry of Transport (MOT) in 1978. He worked for the MOT and then MLIT for 35 years and retired from being the Deputy-Vice Minister for Security and Transport Safety policy in 2013. His career includes Japan Transport Safety Board, Japan Coast Guard, Cabinet Secretariat, Railways Bureau, Seafarer’s Department, etc.
He also worked for the IOPC Funds as the legal officer from 1993 to 1997. He was awarded with Master of Science from the University of London in 1983, and Doctor of Philosophy from Kansai University in 2020. After retiring from the MLIT, he also worked for the Japan Maritime Center, Tokyo Metro Company Limited and the Air Safety Foundation as executive officers.
